Chevron Global Technology Services (CGLOBTECH), located in Barcelona, Edo. Anzoategui, Venezuela, is accepting online applications for a Buyer positions. Successful candidate will conduct procurement of materials, equipment and ancillary services. Participate in implementation of and transactions against supplier contracts. Ensure purchase orders are established with all suppliers for procurement of materials, in accordance with Company policy, and to effectively use existing agreements. Participate in bidding, negotiations, and contracting when needed. Also involved in execution of the contracts and engage appropriate subject matter experts and business partners in conducting procurement activities.

Responsibilities for this position may include but are not limited to:

  • Analyze "materials requisitions" to determine sourcing strategies, conduct supplier selections through bid processes or direct negotiations following Chevron Global technology Services (GLOBETEC) and corporate guidelines, ensure correctness of price, delivery time, and technical specifications to obtain best overall "total cost of ownership".
  • Work closely with user departments to ensure material needs are clearly planned, organized and delivery dates are met. Develops cohesive working relationships with co-workers and external customers to facilitate the accomplishment of the required tasks.
  • Perform purchases of materials using procurement systems in order to satisfy the requirements associated with the base business operations.
  • Support the customers with compliance task within the procurement activity.
  • Maintain revisions about the use of Blanket Purchase Agreement (BPA), ensure that materials requirements are carefully planned and closely monitored. Analyze spend to work with Category Managers to develop new BPA's where appropriate.
  • Ensure objectives of customer groups are clear and understood by these suppliers and the day-to-day material support for the operations is well managed.
  • Perform negotiations and settlement of contractual disputes. Seek advice on contractual interpretation with counsel from management and Legal.
  • Support the creation of the annual contracting and procurement plan.
  • Ensure that a validated database of Purchase orders is maintained. The database shall also maintain records of amendments. Ensure that a reliable document retention and retrieval system is in place.

Required Qualifications:

  • At least a two-year degree in technical (O&G, Logistics or Engineering) or administration areas.
  • Must be proficient in English. Written and interpersonal communication skills.
  • Teamwork and customer service focus (Capacity to provide response to several end users).
  • Experience with any SCM ERP system.

Preferred Qualifications:

  • 2+ years of experience in procurement of materials and equipment.
  • SCM Knowledge- Experienced with supply chain practices.
  • Unit price analysis / Cost management
  • Analytic and Proficient in digital tools (Microsoft software, Power Bi, Power Apps)

  • Lead the creation and execution of the Annual Contracting Plan (ACPP), coordinating with SCM and operations teams across joint ventures
  • Design, implement and oversee compliance of local SCM processes including contracting and procurement activities. Provides advice and clarification to SCM team members with all related queries
  • Serve as Subject Matter Expert (SME) for SMART by GEP, PAC/PACM contracting processes, and Chevron's Blue Language compliance standards
  • Manage reporting and KPIs for SCM performance, including spend analysis, supplier metrics, and contract execution
  • Drive digital transformation initiatives, including automation, ERP integration, and development of SCM applications
  • Support SCM Townhalls, onboarding sessions, and internal training programs
  • Ensure compliance with internal audit standards, budget controls, and procurement governance
  • Prepares and manage the annual internal budget for the SCM department
  • Serves as main point of contact for projects, tasks, and issue resolution involving other departments such as Legal, Finance, Internal Controls, HSE, and Planning.

Required Qualifications:

Education & Certifications

  • Bachelor's or master's degree in Engineering, Business Administration/Finance or economics, Supply Chain Management or related field.
  • Certification in supply chain or procurement (e.g., APICS, ISM) is preferred

Experience

  • 5+ years of relevant experience in process engineering, supply chain, procurement, or business analytics.
  • Proven experience supervising or managing a small team (directly or indirectly)

Technical Skills

  • Advanced proficiency in MS Excel, Power BI, and SQL.
  • Proven experience in managing large datasets and building performance dashboards
  • Familiarity with PowerApps, and basic programming knowledge (Python, Java, or C++)
  • Experience with procurement platforms or SMART by GEP or similar procurement platforms is preferred.

Chevron Supply Chain Management (SCM) organization is going through several changes in its Contracting and Procurement (C&P) processes. Given the particularities of Venezuela's operations, our processes differ in many ways from the standard procedures followed in other Business Units.

Responsibilities for this position may include but are not limited to:

SCM Intern to support Logistics and General Services category activities

  • Work together with the team to design and develop an automated supplier's database by PSL that will help Contracting and Procurement select the right suppliers for specific services and materials that should include not only current suppliers but also must have all the new suppliers that are sending information on a daily basis.
  • Additional routinary tasks will be requested to the intern related to SCM function and processes
  • Identify improvement opportunities along the compliance process that will reduce the approval cycle time.
  • Put together a materials catalog based on Logistics orders that will enable the procurement team forecast future materials needs.

Requirements

  • Excellent skills in MS Office (especially Excel and Power BI) with strong quantitative, analytical, and problem-solving skills.
